Irwin-Hill punted and kicked in four preseason games with the Dallas Cowboys in 2017 but was cut before the start of the season.
Irwin-Hill averaged 44.3 yards per punt as a junior at Arkansas in 2013 and 40.1 yards as a senior in 2014. He began his college career by playing two seasons at City College of San Francisco.
The Fleet cut punter Ryan Winslow to make room for Irwin-Hill on their 52-player roster. Winslow averaged 44.0 yards on five punts in Saturday’s 15-6 loss to the San Antonio Commanders.
The Fleet also announced the signings of cornerback Xavier Coleman and offensive lineman Gerrad Kough on Tuesday.
Coleman played two games with the New York Jets in 2017 after playing at Portland State.
Kough was waived by the Fleet Jan. 11 with an illness designation. He received honorable mention All-Pac-12 Conference honors as a junior at Colorado in 2016 for his play in 11 starts at left guard.
The Fleet also waived offensive lineman Brandon Hodges and cornerback Justin Williams. Both were inactive Saturday.
The Fleet will play their first home game Sunday against the Atlanta Legends.
