The city of Chula Vista has issued a Request for Proposals for a qualified café or restaurant operator to occupy a 6,000-square-foot space inside the forthcoming Millenia Library and Office Building, set to open in Summer 2026.

The space is located on the first floor’s northwest corner and will serve as a central amenity in the city’s first new library since 1995. The 168,000-square-foot facility will feature a 60,000-square-foot multi-use library across the first two levels and is expected to include tenants such as San Diego State University and the Chula Vista Entertainment Complex.

The city is seeking an experienced, community-focused operator to design, build, and manage a full-service food and beverage venue with indoor seating. Proposals must include daily operations, at minimum, from 9 a.m. to 5 p.m., seven days a week. Extended hours are encouraged. Concepts emphasizing local sourcing and sustainability are strongly supported.

Proposers may also include a wellness element—such as yoga or Pilates—to complement the city’s vision for an inclusive public hub promoting learning, innovation, and well-being.

The selected operator will enter into a lease agreement pending approval by the Chula Vista City Council.
