Henry Foster III was sworn in Monday as the new District 4 city councilmember, bringing the council back to its full nine members.

Foster was elected with 53.8% of the vote on March 5 to succeed Monica Montgomery Steppe, who won a seat on the county Board of Supervisors in a special election last November.

His district is the southeast corner of the city, including the neighborhoods of Oak Park, Mountain View, Encanto, Paradise Hills, Bay Terraces and Skyline.

The 52-year-old councilmember promised to “work tirelessly” to improve his district, which has been marked by poverty.

“For too long, certain neighborhoods in our city have been overlooked and underserved,” he said after taking the oath of office. “Generations have passed without adequate investment in their infrastructure, economic opportunities, and quality of life.”
