A proposal to develop 1,700 homes east of Valley Center could go before the voters.
Residents filed paperwork stating their intention to gather signatures supporting the Lilac Hills Ranch development, according to the San Diego Union-Tribune.
According to the newspaper, the group would need to collect 70,000 signatures by mid-May.
The controversial move, also known as a Citizens’ Initiative, was successful in Carlsbad where a developer hopes to build an outdoor shopping center near the Agua Hedionda Lagoon.
