
Community planning groups in Del Mar Mesa and Ocean Beach have signaled their opposition to the City Council’s approval of the controversial One Paseo project, saying it sets a dangerous planning precedent.
The Ocean Beach Planning Board and Del Mar Mesa Community Planning Board both passed resolutions earlier this month urging the council to re-consider its 7-2 approval of the mixed-use project in affluent Carmel Valley.
In approving the project, the council rejected the recommendation of the Carmel Valley Planning Board, which said the $750 million development was too dense for the vacant 23-acre site.
The Ocean Beach board said “approval of One Paseo threatens the integrity of the city of San Diego’s entire community planning process, its community plans and its community planning boards.”
The Del Mar Mesa group said in its resolution that “the city council action sets a precedent for the entire city’s planning process, community plans, and the role of community planning boards.”
The city’s volunteer community planning groups provide citizens with an opportunity for involvement in advising the council on development projects, general or community plan amendments, rezonings and public facilities.
Lawsuits have been filed against the project, and it may be presented to San Diego voters in a citywide referendum.
