Capt. James W. Kilby is the new commander of Navy Surface Warfare Development Command in San Diego, the Pentagon announced Tuesday. He also is being elevated to rear admiral (lower half).

Kilby is currently deputy for Ballistic Missile Defense, Aegis, Destroyers and Future Surface Combatants in the Office of the Chief of Naval Operations in Washington.

Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Jonathan W. Greenert also announced two other San Diego-related moves:

  • Capt. Roy I. Kitchener, selected for the rank of rear admiral (lower half), will be assigned as chief of staff, Strike Force NATO, Lisbon, Portugal. Kitchener is currently serving as vice commander, Naval Mine and Anti-Submarine Warfare Command, San Diego.
  • Capt. Kent D. Whalen, selected for the rank of rear admiral (lower half), will be assigned as assistant chief of staff, Operations, Allied Joint Forces Command, Naples, Italy. Whalen is currently serving as commanding officer, USS Carl Vinson in San Diego.
