Significant progress has been made over the past six months on Build NCC, a comprehensive package of highway, rail, and environmental improvements near the San Elijo Lagoon.
To help coordinate ongoing and upcoming construction activities for Interstate 5 (I-5), the coastal rail line, and the San Eljio Lagoon Restoration Project, a temporary construction yard has been established in the northeast corner of the I-5 Manchester Avenue interchange. The yard will host trailers, or mobile offices, for the Build NCC construction team, and will also store equipment and materials. Construction will take place in the yard throughout the duration of the project.
Over the next several months, construction equipment will be mobilized in the yard. Operating hours are Monday – Friday from 6 a.m. to 5 p.m., with night and weekend work as needed. Crews will work to minimize impacts to the neighboring community to the greatest extent possible.

Caltrans would like to remind motorists to be ‘Work Zone Alert’, ‘Move Over’ a lane when safe to do so and slow down when highway workers are present with amber lights flashing.
Prior to Build NCC’s anticipated completion in 2021, the temporary construction yard will be replaced with a new Park & Ride/Multi-use facility and community gardens. The community gardens will be maintained by the San Elijo Lagoon Conservancy as part of an ongoing partnership between the Conservancy, SANDAG, Caltrans, and the California Coastal Commission.
