Authorities issued a SigAlert on Tuesday afternoon for all parking lots in and around Mission and Pacific beaches, as well as Mission Bay.
San Diego Fire-Rescue said all lots are full due to crowds on the sunny Independence Day holiday, and San Diego Police reported traffic in these coastal areas is congested.
People are being urged to avoid going to the beach or to use alternative forms of transportation.
