MiraCosta College has welcomed the appointment of a new member to its Board of Trustees, Heather Conklin, filling the vacancy for Trustee Area 7.
This appointment marks the culmination of a comprehensive search process to find a successor to uphold the standards of leadership and commitment demonstrated by Dr. William “Bill” Fischer.
Dr. Fischer, who dedicated his career to education as a professor and served the MiraCosta College community for 13 years, stepped down from his position effective Jan. 2 for personal reasons. The Board extends its thanks to Dr. Fischer for his dedicated service and impact on the college and its representation of central Oceanside.
Conklin assumes the role with a commitment to advance the mission of MiraCosta College. Conklin has a background and dedication to fostering educational excellence and community engagement.
Currently serving as a Deputy Director of Policy, Outreach, and Data for the County of San Diego, is experienced in leading initiatives for legislative review, community engagement, and data-driven policymaking. With prior experience as a District Director for the California State Assembly, she has a proven track record of collaboration on legislative projects.
A committed advocate for public engagement in science, Conklin co-founded the Science Communication Journal Club, fostering innovative communication strategies. Her dedication to community service is demonstrated through voluntary leadership, organizing community events, and supporting local non-profits.
Holding advanced degrees in public administration and political science and pursuing a Ph.D. in social psychology, Conklin’s academic achievements complement her professional experience.

Education has the power to change lives, and I am committed to ensuring that MiraCosta College continues to be a place of opportunity, inclusion, and excellence. I look forward to working alongside my fellow board members to advance the college’s mission and impact.”
The process of selecting Conklin involved a public solicitation for applications, a review of candidates’ legal qualifications to hold office, open and public interviews, and then each member of the Board of Trustees individually ranking the candidates following the interviews and in the public meeting.
Per the college’s process, the candidate who received the highest ranking, Conklin, was appointed to the seat and sworn into office.
