A judge Tuesday approved the release of a sexually violent predator to a home in the East County community of Campo with continued outpatient treatment and supervision.
Superior Court Judge Margie Woods ordered that Allen Fields be released by Oct. 24.
County Supervisor Dianne Jacobs called the ruling ‘an outrage.’ She objected to the release of Fields in Campo, part of her district.

“With [Tuesday]’s court decision, seven sexually violent predators have been housed in our rural communities in recent years,” she said in a statement. “These are places where families come for peace and quiet, but now they worry for their safety. Sexually violent predators like Fields gave up their freedom when they committed their monstrous acts. The only community they deserve is prison.”
Fields, a 58-year-old diagnosed pedophile, was convicted of molesting four boys between the ages of 10 and 13 after establishing relationships with them as their caregiver or Boy Scouts leader.
In 2000, after he served a 25-year prison sentence, Fields was committed to a state hospital as a sexually violent predator, where he underwent sex offender treatment.
In March 2003, Fields voluntarily submitted to surgical castration.
Last December, Woods granted Fields’ petition for outpatient placement, finding that he could safely be released into the community.
The judge held a public hearing on the matter in late July and spent the last month inspecting the proposed placement area and talking to officials about law enforcement response times and other issues.
She made modifications to the original placement proposal, and Fields will have to agree to those conditions before he’s released, said Deputy District Attorney Kristen Spieler.
