Update 2 p.m. April 25, 2014:
Caltrans reported via Twitter at 1:55 p.m. that “NB I-5 to NB SR-163 connector and on ramp from Park Boulevard to NB SR-163 has reopened to traffic.”
Earlier, the northbound lanes of State Route 163 were closed in Balboa Park because a suicidal person was threatening to jump off the Laurel Street Bridge, according to the California Highway Patrol.
Onramps to the freeway from 10th Avenue and Interstate 5 were blocked off as authorities tried to talk the person down.
The status of the subject remains unclear.
