Leaders broke ground this week on Jefferson Ocean Creek, a 295-unit apartment complex in Oceanside.

The development, by the firm JPI, is described as a four-story garden-style complex. Located in central Oceanside for walkability and convenience, the site also offers residents proximity to job centers and amenities in neighboring cities such as Carlsbad and Del Mar.

“JPI’s purpose is to transform building, enhance communities and improve lives. This project is a perfect example of that mission in action,” said JPI’s CEO Payton Mayes.

Scott Turner, a former San Diego Charger and JPI’s chief visionary officer added, “At the heart of this project is a deep commitment to community. It’s about building more than just structures; it’s about building relationships, fostering unity and creating a place where everyone feels welcome and connected.”

The first move-ins for Jefferson Ocean Creek are planned for early 2026.

JPI, a specialist in the development and construction of Class A multi-family communities, is based in Dallas and has offices in San Diego and Irvine. The firm also has developed projects in Pacific Beach and La Mesa, with another in progress south of San Diego City College.
