
Holland Partner Group has unveiled West, a mixed-use tower in downtown San Diego that is the first structure completed in a planned three-block redevelopment.
West, at 37 stories, features 431 residential units, 289,000 square feet of office space and 10,000 square feet of retail space at 1011 Union St.
The next project, the Torrey, is currently under construction and will be home to downtown’s first Whole Foods Market, with completion projected for mid-2026. The three blocks eventually will be linked by a landscape enhanced pedestrian “green street” along Union Street,

West includes a significant residential component, offering a variety of modern floor plans, and amenities such as a fitness center, outdoor fitness terrace, large outdoor landscaped deck, clubroom and rooftop pool and spa with bay views.
The tower also features an art program featuring works from 20 local and regional artists. One, a large glass sculptural piece suspended from the main lobby ceiling, designed by artist Nikolas Weinstein. is meant to mimic the crashing waves of the Pacific Ocean.
The residential mix includes studios, one-, two- and three-bedroom units and penthouse spaces. Included will be 41 units designated low-income with rents set by the San Diego Housing Commission.
All units come with floor-to-ceiling windows, smart thermostats, keyless entry, Samsung appliances, gas stoves and deep-soaking tubs. The penthouse units receive an upgraded appliances and fixtures.
Holland will pursue LEED and WELL certifications for the property.
West also offers significant commercial opportunities to San Diego’s downtown. Retail spaces front W. Broadway. The San Diego Association of Governments (SANDAG) is set to move its offices to West; a soon-to-be announced quick-service restaurant plans to open in the fall.
