The tower at 9th Avenue and Broadway totals 250 units, mostly one bedroom and studio apartments. Rents will range from $533 to $879 per month for qualifying residents with incomes of up to $37,920 for a two-person household.

Included among the units are 25 for youth aging out of foster care and 63 for frail seniors. Residents have access to a great room, two laundry rooms and numerous outdoor spaces, including barbecues and a resident garden. The property also features a supportive services office and meeting room.
The tower is located close to the City College trolley station, 5th Avenue trolley station and multiple bus lines.
Celadon was designed by SVA Architects in collaboration with Studio E Architects and built by Turner Construction Company.
