
El Cajon has appointed Jennifer M. Lyon as its new city attorney, succeeding Morgan L. Foley, who served in the role for about 25 years, it was announced Thursday.
Lyon most recently served as city attorney for Imperial Beach for 15 years and also has worked as general counsel to public agencies, including the Ramona Municipal Water District and the San Diego Convention Center Corporation for the last decade, a statement from the city said.
“We are thrilled to welcome Jennifer Lyon as El Cajon’s city attorney,” Mayor Bill Wells said.
“Her depth of experience in municipal law and her long record of service to public agencies make her exceptionally well qualified to provide legal counsel to the city as we continue to advance key initiatives and serve our community.”
Lyon also served as the appointed city attorney for Calexico from 2005 to 2015 and has served municipal clients across Southern California, including the cities of San Diego and Lemon Grove, the city statement read.
“Ms. Lyon’s experience will be invaluable in serving the legal needs of the city of El Cajon and the City Council made a wonderful selection for its next city attorney,” City Manager Graham Mitchell said.
