Two Sexually Violent Predators have been ordered by a Superior Court judge to be conditionally released to the same residence in the East County community of Boulevard at the recommendation of the California Department of State Hospitals, law enforcement officials reported this weekend.
The San Diego County Sheriff’s Office issued a news release Friday notifying the public of the pending placements after a hearing scheduled in October, in which public comments will be heard by Judge Theodore Weathers. Public comments are also being accepted via email and phone.
Michael Poulsom and Reynaldo Delrosario will be located at 2135 McCain Valley Road in Boulevard, just off Interstate 8 in the back country, according to officials.
Poulsom was convicted of lewd and lascivious acts on a child under 14 in 1990 and 1995. Delrosario was convicted of annoying or molesting children and lewd or lascivious acts with a child under 14 by force or fear in 1986 and 1998.
“The San Diego County Sheriff’s Office, the District Attorney’s office and the SAFE (Sexual Assault Felony Enforcement) Task Force are not responsible for the selection of this location. The selection process is the responsibility of the Department of State Hospitals. The selection by state mental hospitals requires approval by the San Diego Superior Court,” the SDSO statement said.
With the hearing scheduled for Oct. 15, 2026, the SAFE Task Force will be accepting public comments about the proposed placement to be included in the formal response to the court and the Department of State Hospitals.
“This is your opportunity to support or object to the proposed placement before it is finalized,” according to the SDSO. “The District Attorney’s Office and the SAFE Task Force will submit your comments to the court for the court’s consideration.”
