The latest tally of the primary vote, with some mail ballots remaining to be counted, shows Vivian Moreno, an aide to termed-out Councilman David Alvarez, with 36.0 percent to Martinez’ 27.7 percent. Christian Ramirez, who has 26.3 percent in the latest tally, has not conceded and called for all votes to be counted.

Zach Lazarus, who owns a marijuana dispensary, received 9.4 percent of the vote. He described Martinez, a San Ysidro School Board member, as “the fighter we need representing our communities” in making the endorsement.

“We need a fresh voice in City Hall, not more of the same. I am proud to endorse Antonio Martinez for City Council,” Lazarus said.

The district includes Barrio Logan and other central neighborhoods as well as San Ysidro and Otay Mesa on the border.
