The retired Stover helped guide the San Diego Unified School District through rough budgetary times as its chief financial officer during the recession.
He would take over from the current interim superintendent, Sandra Huezo, and remain on the job until succeeded by a permanent replacement for former Superintendent Ed Brand, who retired.
Stover has been in education for 40 years. Besides his executive role at San Diego Unified, he has assessed and designed management programs for more than 120 school districts, private schools and colleges.
