An El Cajon doctor accused of sexually assaulting female patients at a low-income clinic was arrested Friday on 24 felony charges including sexual penetration of an unconscious person and sexual battery.

Dr. Jeffrey Joel Abrams, 67, was taken into custody by investigators from the California Department of Consumer Affairs Health Quality Investigation Unit, with help from local law enforcement.

Abrams is charged in an arrest warrant with 15 counts of sexual penetration of an unconscious victim, eight counts of sexual battery and one count of possession of child pornography.

Arraignment is tentatively scheduled Monday in El Cajon.

The case against Abrams came to light last month when he was accused of using his cell phone to take thousands of photographs of his female patients while their were undressed in an exam room. At least one of his alleged victims has retained a lawyer.

The alleged misconduct took place at Volunteers in Medicine, a low- income clinic in he 1400 block of Madison Avenue.
